,

. . . DRAFT . . .

UCRBCOM~ 12 FEB 85

The subcommittee is aware that certain ~9neral concerns about the modeling
effort cannot be addressed in the hypothesis-testing format used above.
Nevertheless, those concerns are considered by the subcommittee to be of great
importance to this critlque o~ the overall modeling effort. Those concerns are
stated here. for review by the Coordinating Committee:

ADDITIONAL CONCERN 1: The objectives of the interagency modeling ef~ort need
further clarification and important benchmarks (against which progress can be
guagedl need to be developed. The Biotechnical Subcommittee believes that the
recovery plans for the endangered Colorado River fiShes, as well as the
Colorado River Endangered Fishes Recovery Team. should be part of this process.
Is the objective to maintain populations at present level? To increase
populations to some other level? What do we mean by .preservation?" It is
evident that preservation of the species means different things to different
people. Establishment of realistic objectives would help to eliminate this
confusion. This would require agreement on the meaning of important terms that
have been frequently used in the interagency effortl the term "recovery" and
associated terms are good example.

RECOI'IMENDATIONS:

23
