The Narrows project is designed <br /> <br />to meet those shortages. <br /> <br />The proposed project area is included within the bound- <br /> <br />aries of the Colorado-Big Thompson project. However, because of <br /> <br />ever increasing upstream demands and distances involved, the lower <br /> <br />South Platte Valley receives only limited benefits from that project. <br /> <br />The residents of the lower area must continue to pay, however, the <br /> <br />same ad valorem tax for project repayment as though they were direct <br /> <br />beneficiaries. <br /> <br />The authorizing legislation for the colorado-Big Thompson <br /> <br />project provided for an exemption from the l60-acre limitation. <br /> <br />Since the lands under the Narrows project would also be within the <br /> <br />boundaries of the Colorado-Big Thompson project, it seems appropriate <br /> <br />and consistent that the same provision apply to both projects. Such <br /> <br />a provision is contained in Section 5 of the legislation now being <br /> <br />considered by the committee. However, if this section provides an <br /> <br />obstacle to the enactment of the legislation it can be omitted with- <br /> <br />out altering the project water supply or changing the benefit-cost <br /> <br />ratio. <br /> <br />-8- <br /> <br />" <br />
