.

.

report shows a direct benefit-cost ratio of 1.81 and a total benefit-

cost ratio of 1.89. We believe, therefore, that the Narrows unit

fully meets congressional standards for both economic and engineering

feasibility.
In 1964 the Lower South Platte Water Conservancy District

was organized as a governmental agency under the laws of the State

of Colorado to act as the sponsoring and contractual agency for the

proposed Narrows project. The board of directors of that district

and the people whom they represent have worked untiringly to the

end that the project would be authorized and constructed. Witnesses

representing that district will appear before the committee this

morning. They can more eloquently describe the need for the project

than I have been able to.

As a final note, may I again express my appreciation to

the committee members, to the subcommittee chairman Mr. Johr.~~n.

and to the chairman of the full committee, Mr. Aspinall, for the

previous scheduling of hearings C~ this project in Colorado and

for this opportunity to be here again today. Despite some political

differences, I have great admiration for the manner in which this

subcommittee and the full committee conducts its business. The

State of Colorado has always received fair and equitable treatment

through the deliberations of this subcommitee and full committee.

-13-
