This report summarizes the 31st year of operation and activities of the
Arkansas-White-Red Basins Inter-Agency Committee and highlights of the
committee's operations during the year October 1, 1985, through September 30,
1986. Further detail is included in the recorded minutes and appeDdixes, a
limited number of copies of which are available from the Southwestern Division,
Corps of Engineers, Dallas, Texas 75242, designated as the official AWRBIAC
repository for minutes and reports. Throughout this report, the Arkansas-White-
Red Basins Inter-Agency Committee is referred to as the AWRBIAC, the committee,
or the AWR Committee. Activities of the AWRBIAC during the year were directed
toward:

1. Providing, at the regional level, improvement of coordination of activities
in the field of water and related land resources.

2. Providing a means by which inter-agency problems in this field may be
resolved.

3. Developing program interest sessions at regularly scheduled AWR Committee
meetings, thereby providing current information relative to changes in law or
policy in the field of water resources development.

4. Considering the coordination of the collection and interpretation of basic
data.

5. Promoting standing committee activity within the AWRBIAC in the areas of
comprehensive planning, exchange of program information, and environmental
resources.

6. Keeping abreast of policy developments in river basin planning. The
committee's overall functional chsrge and, where appropriate, specific charges
to its standing committees are contained in appendix 1. The AWRBIAC Charter and
Articles of OrganizatioD and Procedure are included in Appendix 4. A map of the
AWl Basin is on page Iii.
