- 3 -

requir8lllellts. New Mexico's total deliveries have been about 535,000 acre feet
less than scheduled. Colorado over-delivered in onl;r 3 of ths 14 years. Hew
Mexico made over-deliv8l'Y" in only 4 years during the period.
During the four consecutive years of' subnormal stream flows, 1953-
1956, Colorado's under-deliveries amounted to a total of' about 197,000 acre feet
while the total of' Hew Mexico's under-deliv1eres was 72,000 acre feet.
It appears that so far as the Colorado schedules are concerned, a
few ;years of large over-delivery are required to off-set a long series of' years
of' under-delivery. Also, that two or more conseetttive dry" years ma,y result in

large under-deliveries in a following year of relative1;lr high runoff. This situ-

ation was not apparent in records of inflow and outflow prior to the CoIIIpact.

Debit and Credit Computations
.As previous:Qr stated, in the 17 year period since the Compact be-
came in e:t'fect, total deliveries at the Lobatos gage have been 123,000 acre feet

in excess of the total scheduled am:>unts.

Due to the limitation ot 150,000 acre feet on credit for arq year,
80Jle 60,000 acre feet of over-delivery would have been lost in 1942 even though
Elephant Butte had not spilled. However, since there actuall;rll'as a spill, that
;yearl,y credit of 150,000 acre feet was loat, together with an additional. 127,000
acre feet of accrued credit.

llT the end of 19119, Colorado had an accro.ed c:redit of 144,700 acre
feet although total over-delivery to that date was about 184,000 acre feet. The
difference represented evaporation losses in Elephant Butte which were charged to
Colorado under provisions of the Com.pact. In 1950, due to drOllght conditions,
Colorado relinquished 60,000 acre feet of credit water to project storage, and
after being charged with an evaporation loss, still had a credit of' 25,000 acre

r ..,...... ,-.- .<0, .
. ~,'. - .
u\. ..,..~-~v
