<br />. <br /> <br />Was there any discussion between the United <br />states and Mexico concerning the salt content of <br />the water that Mexico would be required to take? <br /> <br />And Mr. Timm's statement was this, in substance: <br /> <br />We had quite a little trouble with them. We <br />had quite a little discussion, but we evaded <br />the issue. <br /> <br />Now, gentlemen, are we going, in a country that is <br />supposed to play the game aboveboard, to enter into a <br />treaty committing Mexico to the taking of water that is <br />unfi t for use by the use of the words "from any and all <br />sources or for whatsoever purpose", when the only thing <br />we have before us is a conglomeration of contradictions <br />between the very men that claim they were in on the <br />negotiation of the treaty, one man saying they had trouble <br />with them, but evaded the issue, and the other man saying <br />that the reason they did not put words in there that <br />clearly indicated the facts was that they were afraid <br />that the Congress of Mexico would not ratify the treaty? <br /> <br />To my mind, that is double-dealing of the worst kind <br />and calls for an investigation by somebody of the conduct <br />of our own State Department in attempting to write a <br />treaty which they say before this committee requires the <br />taking of water of any quality, and at the same time they <br />tell you that they evaded the issue and that they are <br />going to "slip it over" on Mexico." <br /> <br />Middle of P. 944 to top of P. 945: <br /> <br />.. SENATOR DOWNEY. And let me ask you this, Mr. Lawson. <br />Is it your opinion that if this water is saline to such <br />an extent that it takes an unusual amount of water to <br />keep the land clean and leached out of salts, that we <br />will not be compelled under the treaty to deliver addi- <br />tional water for that purpose? <br /> <br />MR. LAWSON. No, sir. <br /> <br />SENATOR DOWNEY. Would you agree with Mr. Clayton, <br />that under this treaty Mexico will have to take this water, <br />even though some of it may be brine at certain times? <br /> <br />-36- <br />
