I know nothing about that. I am <br />just comparing it with the present proposal, if you <br />thought that might help work out a harmonious arrange- <br />ment between Mexico and the Colorado River Basin states; <br />and of course I cannot speak for anybody but myself. You <br />would not be willing to undertake to say whether or not <br />the Government of Mexico, in lieu of taking 1,900,000 <br />acre-feet of water, would take 600,000 acre-feet plus <br />the return flow, whatever that is greater or less than <br />900,000 acre-feet? <br /> <br />MR. LAWSON. We have what we believe are the best <br />terms that can be arrived at with Mexico. We discussed <br />for a week or 10 days the question of return flow. They <br />objected, at first, to giving us credit for any of that <br />return flow. But we have, we believe, with the reports <br />on record, a very definite idea what that return flow <br />will be, from various engineers, in their own opinion, <br />and from our own individual studies." <br /> <br />P. 236 to middle of P. 237: <br /> <br />"MR. LOWRY. The Mexican allocation of 1,500,000 <br />acre-feet is expected to be made up as follows: <br /> <br />Return flow, 930,000 acre-feet; desilting water, <br />lOO,OOO acre-feet; unused Gila flow, 100,000 acre-feet; <br />making a subtotal of l,l30,OOO acre-feet. <br /> <br />SENATOR DOWNEY. May I interpose with a question? <br /> <br />THE CHAIRMAN. I think Senator Hayden was about to <br />ask a question. <br /> <br />SENATOR DOWNEY. I beg your pardon. <br /> <br />SENATOR HAYDEN. I was just going to say that I am <br />in very grave doubt about the amount of return water that <br />you say will be available. You have got to show me. <br /> <br />MR. LOWRY.
