<br />'" <br /> <br />at different times of year in order to provide assurance that the <br />United States, in the period of ultimate development, will obtain <br />credit for practically all of the return and other flows that <br />might be expected in the river as the result of the United States <br />uses and operations. <br /> <br />As previously stated, the limitations placed upon the <br />use of the All-American Canal in Articles 11 and 15 were developed <br />in consultation with the Bureau of Reclamation. <br /> <br />It is to be noted that Mexico is permitted to increase <br />or decrease each monthly quantity described by the schedules by <br />not more than 20 percent of the monthly quantity upon thirty days <br />notice to the united States section. However, this is always sub- <br />ject to the limitation as to the total amounts and rates of <br />delivery prescribed by the Treaty. <br /> <br />Articles 17 to 25 - General provisions <br /> <br />Article 17 p~ovides that there is no obligation upon <br />either country to control the floods or releases of excess water <br />for flood control, power development or other purposes, for the <br />benefit of the other. <br /> <br />Article 18 makes it possible to use the surface of <br />lakes formed by international dams for purposes not of a military <br />character. <br /> <br />Article 19 provides for the regulation of the generation <br />and disposition of electrical energy generated by international <br />plants. <br /> <br />Article 20 provides that each government shall carry out <br />the construction works assigned to it under the provisions of the <br />Treaty, and make use of any public or private agencies in accord- <br />ance with the laws of the respective countries. <br /> <br />Article 21 provides that construction of international <br />dams and the formation of artificial lakes shall produce no change <br />in the fluvial international boundary. <br /> <br />Article 22 states that the provisions of the convention <br />of February 1, 1933, for the rectification of the Rio Graride shall <br />govern in places where works for the artificial channelization or <br />rectification of the Rio Grande and the Colorado River are carried <br />out. <br /> <br />-11- <br />
