<br />ECONOMIC SIZE OF RESERVOm <br />FOR IRRIGATION PURPOSgS <br /> <br />Rio Grame Division <br />San Euis Valley Project <br /> <br />As a result of comments received from the states of Colorado, <br /> <br />New Mexico, and Texas on the Supplemental Report of the Rio Grande <br /> <br />and Weminuche Pass Divisions, a meeting was he Id in the office of the <br /> <br />Chief Engineer on November 18, 1953. Participatil'lg in the meeting were <br /> <br />officials of the Chief Engineer's office, the Regional office, and the <br /> <br />Project office. The decisions reached were that hydro-electric power <br /> <br />generation would probably be out and that the project should initiate <br /> <br />studies to determine the most economic size for irrigation and flood <br /> <br />control purposes. <br /> <br />The data computed by the project were to be discussed at a meeting <br /> <br />which was event-ually held in Denver on February 16 and 17, 1954. At <br /> <br />this meeting final decisions were to be made regarding revisions to be <br /> <br />made in the report in light of comments received. <br /> <br />Colorado had requested that a new study be made to determine the <br /> <br />desirability of utilizing a smaller reservoir and developing a co- <br /> <br />ordinated use of ground and surface storage. This last suggestion was <br /> <br />very difficult to deal with in view of loce_l opinion. It is generally <br /> <br />held, locally, that the use of sub-irrigation methods is a necessity <br /> <br />in the Closed Basin !lrea of the San Luis Valley. The reason for this <br /> <br />is the leaching action which surface applications of water cause. <br /> <br />The les.ching is effective not only on harmful salts but on the fertility <br /> <br />of the soil. Thus, coordinated use of the two storage facilities is not <br /> <br />(- ... .~. .""., '" <br />..1 '. .J. ~.". ... '; <br />
