Promote a broader conception of rhe business of agriculrure in Colorado by helping commercial ranchers find new <br />ways of capiralizing on rhe ameniry values of public lands wirhour resorting to rhe kind of development that <br />forecloses commercial carrIe raising. . <br /> <br />. In other Rocky Mountain communities) provide incentives, technical assistance and peer guidance to promote the <br />kind of collaborative planning and ranchland prorection process pioneered by Routt Counry and furthered by the <br />Colorado Carrie men's Agric41rural Land Trust. <br /> <br />. Significancly increase the commitment of Great Outdoors Coiorado conservation easement acquisitions funds [0 <br />commercial ranchland in communities rhat have adopred variations of the Routt Counry model. <br /> <br />Actions rhat could have even more dramatic tesults, bur which will be conrroversial, deserve further srudy to build <br />consensus for reform, induding- <br /> <br />. On a very limired and selective basis, consider opening additional public lands wirh low agriculrural and. <br />environmental amenity values to recreational and .ranchette development to take some of the market pressure off <br />valley floor meadows. <br /> <br />. Consider a change in the state tax code to caprure revenue when agriculrurallands are developed, so as w realize <br />some public benefit from the gains ofland speculators who capitalize on the ameniry values of public lands. Earmark <br />rhe proceeds for GOCO easement acquisitions. <br /> <br />. Consider ending or reducing the federal mortgage interest deduction for second or recreational homes over a certain <br />value, or impose a state surcharge to recapture the subsidy this rax break provides to large second homes and non- <br />commercial" ranchettes. <br /> <br />. Consider allowing local jurisdictions, at their option, to increase rhe size of parcels rhat escape planning and <br />subdivision review from 35 acres ro larger, commercial ranch-sized rracts that would truly discourage the formation <br />of non-commercial ranchettes. To protecr ranchers' equiry, consider grandfarhering the vested righr to subdivide <br />parcels at rhe currently permitted densiry for purposes of settjng future prices for the acquisition of conservation <br />easements or the ttansfet of developmenr rights to private or public land. <br /> <br />. <br /> <br />3 <br />
