The meetings were held at Arizona
State University and provided an
opportunity for a thorough
discussion of the status of the Glen
Canyon Environmental Studies
(GeES) technical program.

The first day focused on the events
that have occurred since the June
GCES technical team meeting. Of
pl'ima.'y importance was the
inith.tiou of the Environmental
Impact Statement (EIS) and an
overview of the information leamed
dm'ing the October 6-9, 1989, low
flow test at Glen Canyoll Dam. Dr.
Duncnn Patten described the
process that Wlll3 used to develop the
study program nnd the primary
objectives of the effort.
Representatives of the U.S.
Geological Survey, Arizona Game &
Fish, GCES, the Notional Park
Service, (NPS) and the ]<'ish &
Wildlife Service (FWS) presented
information gathered and a
Pl'eliminary assessment of the
results. Ed Chang, Westem Area
Power Administration (Westem)
identified the actual costs of
providing the steady stream flows
at $64,000,

TIle discussion then tumed towards
the organization of the GeES and
EIS program. the 24-month EIS
schedule, the relationship of the
GCES to the EIS, and the
development of a credible product.
It was stated several times, that in
OI'der to meet the timetable, some
level or flow control and enhanced
level of effOlt would be required.
Reed Harris, Reclamation,
discussed the relationship of the
lIiological Opinion and the
Conservation Measures to the
GCES and EIS program. The
conservation measures will be
initinted to conect the technical
illrol'mation required ror the
development of long-term
endangered species needs.

Michnel Roluti, Reclamation,
discussed the status of the Power
Modeling 'j'eam activities and the
proposed outline 1'0.' their analysis
ond report, Dr. Rich Bishop, IffiRS,
reported on the non-use value
economic work group meeting that
was held in Augnst. Rich reviewed
the recommendatiolls provided by

6

Reclamation, NPS, FWS, and
Western. Work on the evaluation of
the non-use value economics will
continue and will be integrated into
the GCES program,

Finally, Dave Wegner reviewed the
EnvIrOnmental 'j'eam activities and
river trips that have been
accomplished over the summer. For
an evening assignment, Dr. Patten
p,'ovided a copy of the DRAFT
GCES Research program
hypotheses and proposed flow
schedule needs to the group.

The second day of the meetings
began with Dr. Patten presenting
the DRAF'I' GCES Research
pl'ogram and proposed flow
requirements. He outlined the logic
that went into the initial plan
development, how that plan had to
be modified to fit into the 24-month
schedule, and how the research
hypotheses were generated. A lively
group discussion fonowed. It was
determined that responses to the
DRAFT proposal must be received
by December 8, 1989. A fonow-up
discussion meeting was held on
December 12, 1989. at Arizona
State University. A revised
research flow package will be
formulated as a result of the
meeting.

As a possible means of integrating
the technical data together, the
team listened to presentations on
the use and development of a
Geogl'aphical Information System
(GIS). Michael Pucherelli,
Reclamation: Denver Office,
provided a general overview of the
potential types and data needs for a
GCES-GIS system. Peter
Rowlands, NPS, and Dan Kimban.
NPS, provided information on the
use of a GIS system within Grand
Canyon National Park and the Park
Service. It was agreed that further
exploration of a GIS system is
necessary with the knowledge that
it would be primarily used in the
long-term monitoringeffOlts, A GIS
working group will explore options
and level of effort required at a
January meeting.

The meeting ended with a
discussion of the roJe of the
technical teams and the need to

"

establish a more effective means of
moving forward on the GCES
technical studies. A core integration
team will be established by Dr.
Patten, and a more definitive
organizational chart will be
developed. The next full technical
team meeting is set for March 8 and
9, 1990, in' Phoenix, Arizona.

Upcoming Meetings

.
