<br />The meetings were held at Arizona
<br />State University and provided an
<br />opportunity for a thorough
<br />discussion of the status of the Glen
<br />Canyon Environmental Studies
<br />(GeES) technical program.
<br />
<br />The first day focused on the events
<br />that have occurred since the June
<br />GCES technical team meeting. Of
<br />pl'ima.'y importance was the
<br />inith.tiou of the Environmental
<br />Impact Statement (EIS) and an
<br />overview of the information leamed
<br />dm'ing the October 6-9, 1989, low
<br />flow test at Glen Canyoll Dam. Dr.
<br />Duncnn Patten described the
<br />process that Wlll3 used to develop the
<br />study program nnd the primary
<br />objectives of the effort.
<br />Representatives of the U.S.
<br />Geological Survey, Arizona Game &
<br />Fish, GCES, the Notional Park
<br />Service, (NPS) and the ]<'ish &
<br />Wildlife Service (FWS) presented
<br />information gathered and a
<br />Pl'eliminary assessment of the
<br />results. Ed Chang, Westem Area
<br />Power Administration (Westem)
<br />identified the actual costs of
<br />providing the steady stream flows
<br />at $64,000,
<br />
<br />TIle discussion then tumed towards
<br />the organization of the GeES and
<br />EIS program. the 24-month EIS
<br />schedule, the relationship of the
<br />GCES to the EIS, and the
<br />development of a credible product.
<br />It was stated several times, that in
<br />OI'der to meet the timetable, some
<br />level or flow control and enhanced
<br />level of effOlt would be required.
<br />Reed Harris, Reclamation,
<br />discussed the relationship of the
<br />lIiological Opinion and the
<br />Conservation Measures to the
<br />GCES and EIS program. The
<br />conservation measures will be
<br />initinted to conect the technical
<br />illrol'mation required ror the
<br />development of long-term
<br />endangered species needs.

<br />Michnel Roluti, Reclamation,
<br />discussed the status of the Power
<br />Modeling 'j'eam activities and the
<br />proposed outline 1'0.' their analysis
<br />ond report, Dr. Rich Bishop, IffiRS,
<br />reported on the non-use value
<br />economic work group meeting that
<br />was held in Augnst. Rich reviewed
<br />the recommendatiolls provided by
<br />

<br />Reclamation, NPS, FWS, and
<br />Western. Work on the evaluation of
<br />the non-use value economics will
<br />continue and will be integrated into
<br />the GCES program,
<br />
<br />Finally, Dave Wegner reviewed the
<br />EnvIrOnmental 'j'eam activities and
<br />river trips that have been
<br />accomplished over the summer. For
<br />an evening assignment, Dr. Patten
<br />p,'ovided a copy of the DRAFT
<br />GCES Research program
<br />hypotheses and proposed flow
<br />schedule needs to the group.

<br />The second day of the meetings
<br />began with Dr. Patten presenting
<br />the DRAF'I' GCES Research
<br />pl'ogram and proposed flow
<br />requirements. He outlined the logic
<br />that went into the initial plan
<br />development, how that plan had to
<br />be modified to fit into the 24-month
<br />schedule, and how the research
<br />hypotheses were generated. A lively
<br />group discussion fonowed. It was
<br />determined that responses to the
<br />DRAFT proposal must be received
<br />by December 8, 1989. A fonow-up
<br />discussion meeting was held on
<br />December 12, 1989. at Arizona
<br />State University. A revised
<br />research flow package will be
<br />formulated as a result of the
<br />meeting.

<br />As a possible means of integrating
<br />the technical data together, the
<br />team listened to presentations on
<br />the use and development of a
<br />Geogl'aphical Information System
<br />(GIS). Michael Pucherelli,
<br />Reclamation: Denver Office,
<br />provided a general overview of the
<br />potential types and data needs for a
<br />GCES-GIS system. Peter
<br />Rowlands, NPS, and Dan Kimban.
<br />NPS, provided information on the
<br />use of a GIS system within Grand
<br />Canyon National Park and the Park
<br />Service. It was agreed that further
<br />exploration of a GIS system is
<br />necessary with the knowledge that
<br />it would be primarily used in the
<br />long-term monitoringeffOlts, A GIS
<br />working group will explore options
<br />and level of effort required at a
<br />January meeting.

<br />The meeting ended with a
<br />discussion of the roJe of the
<br />technical teams and the need to
<br />
<br />"

<br />establish a more effective means of
<br />moving forward on the GCES
<br />technical studies. A core integration
<br />team will be established by Dr.
<br />Patten, and a more definitive
<br />organizational chart will be
<br />developed. The next full technical
<br />team meeting is set for March 8 and
<br />9, 1990, in' Phoenix, Arizona.
