The
available Recovery Program documentation was not complete enough for a thorough
review of these studies. The final report (attached) provides recommendations
for (1) applying a systems approach to recovery efforts, (2) improving research
proposals (i.e., scopes-of-work), (3) improving the content of annual reports,
and (4) conducting future peer reviews of proposed research projects. The peer
reviewers also recommended that available Recovery Program information be
summarized and integrated to avoid redundancy in various studies, to make
necessary refinements in experimental designs, and to base Recovery Program
thrusts on the most up-to-date information through an adaptive management
process.

The Biology Committee is scheduled to review this report on June 3 and 4, 1996.

The recommendations in the report will be considered and implemented with
appropriate approvals through the Recovery Program process.

Attachment

U.S. Fish and Wildlife Service .
