O~r Messrs. 'Wesley G. Roltz and <br />Allen H. Gipson disoussed your oonsulting requirements in <br />your office with Hr. Spar~B~nd,~. Frank M. Akers on <br />June 3, 1977. At that ti~, Mr. Sparks provided us with: <br />(1) written infarmation on the scope of the work to be <br />assigned to the Bureau of Reclamation's Independent Panel <br />af Experts who. they will aS8emble to review their desiqnsl <br />and (2) verbal information on the scope of services you <br />desire. Subsequently, the undersigned discussed your <br />desired soope of services further with your Mr. Larry Morrill. <br /> <br />We understand that the State of Colorado, thraugh its Water <br />Conservatian Board, desires prafessional geoteohnical con- <br />sultation 8ervioes to: (i) monitor the activities of the <br />Bureau of Reclamation's Panel and review thei~ report' and <br />(2) to conduct an independent review of data and 8tudies <br />develaped by the Bureau af Reolamation for the d.sign af <br />Narrows Dam embankment.
