Some consolidation and
reconstruction probably could result in substantial savings in canal
operation and maintenance. The small remaining farm irrigation shortages
could be virtually eliminated by further improvement in water manage- .
ment practices.

LOCAL INTEREST AND SUPPORT

.

Many residents in the St. Vrain Creek basin have noted the water
that has passed out of the valley and have realized that, with, the
ever-increasing value of water, more of the in-basin supplies should
be develOI>ed. With this in view, the St. Vrain-Boulder Creek Steering
Committee was organized in 1964 to represent the agricultural, muni-
cipal, and other water users in the basin. Because of very strong
local interest, and in behalf of the committee, the Colorado Water
Conservation Board requested the Bureau to' conduct reconnaissance
studies of the basin to determine if there are potentialities for
further water resource development. Financial support for the
studies was provided by the Colorado Water Conservation Board, the
City and County of Boulder, Longmont, Broomfield, Lafayette, Louis-
ville, the Public Service Company of Colorado, and Water Districts
Nos. 5 and 6.

During the course of the investigations, the steering committee
met monthly and evidenced great interest in the progress of the
studies. While the investigations were underway, various munici-
palities, notably Boulder and Longmont, had studies of water su;j?ply
requirements and potential developments made by consulting engineering
firms in order to consider possible individual action. Longmont and
Boulder have been particularly interested in the st. Vrain Unit studies;,
to ascertain how the Bureau's findings might complement their ovm
studies and plans for development.

The agricultural interests are concerned with full development
of the basin's water supplies and the best possible management of
the existing water reSource developments. One of their main concerns
is the existing and the possible future exportation of water outside
the basin, thereby precluding the further use of return flows in the
dovmstream areas of the St. Vrain Creek basin.

.

9

'.,./,...
