Review/revisions of administrative policies in view of changed and <br />changing conditions. <br /> <br />The Norton Drain was recommended by most of the board members as the first <br />priority. The work which has been done on this project supports the priority <br />assignment. To date the existing portion has been cleaned, preliminary engineer- <br />ing work has been done oncost estimates and on the watcr filing. Some contacts <br />have been made with property owners concerning a right of way for the ditch ex- <br />tension. Efforts are underway to obtain a right to convey water fro~ the Bountiful <br />Waste Ditch. <br /> <br />The work which hes been done an the Norton Drain to date has generated consider- <br />able local interest and generally favorable opinion. Besides the benefit of <br />increased return flow to the rive,r, the project cOllceivably will reclaim a large <br />area of presently useless and marginal land. <br /> <br />Preliminary estimates indicate that the drain could reasonably develop approx- <br />imately 10,000 acre feet of useable water per year. Construction costs to <br />complete the project are estimated to approximate $60,000.00. Consequently <br />it is felt that the project has much merit on a cost/benefit ratio and will <br />serve as an indication of what might be expected of future similar projecta. <br />Further progress on the project is contingent upon the availabili ty of adequate <br />funds. <br /> <br />Channelization of San Antonio River should receive a high priority inasmuch as <br />some preliminary investigation as to feasibility and contacts with local inter- <br />ests and land owners have been made. A token amount of money has been contributed <br />by the different conservation districts to get the projects underway. This project <br />could prove quite advantageous by helping the Conejos River meet its compact <br />deliveries. <br /> <br />Channelization of the Rio Grande from Alamosa southward is felt by many to be a <br />necessity before drainage projects which convey water to the river can be properly <br />developed and can produce the desired results.
