<br />SUMMARY <br /> <br />Introduction and Purpose <br /> <br />In 1979, the Bureau of Reclamation (Reclamation) published a Final <br />Environmental Statement (INT-FES 79-55) for the Municipal and Industrial <br />(M&I) System of the Bonneville Unit, Central Utah Project and, since <br />that time, construction has been under way on the water delivery system <br />of the project. Some aqueducts in the system were officially dedicated <br />for service on May 16, 1986, while others are scheduled for completion <br />by early 1987. <br /> <br />The M&I System will be located in Salt Lake, Utah, Summit, and <br />Wasatch Counties in north-central Utah, as shown on the Frontispiece Map. <br />Major features of the system include Jordanelle Dam and Reservoir, which <br />will store 320,000 acre-feet of project water at a site on the Provo <br />River about 6 miles upstream from Heber City, and the Jordan and Alpine <br />Aqueduct systems, which will convey project water to areas of use in <br />Salt Lake County and northern Utah County. The project water supply in- <br />cludes 70,000 acre-feet of M&I water for Salt Lake County, approximately <br />11,500 acre-feet of M&I water for northern Utah County, 7,500 acre-feet <br />of M&I water for the city of Orem, and approximately 2,400 acre-feet of <br />M&I water for Wasatch County communities which would be provided directly <br />from Jordanelle Reservoir. The M&I water for Wasatch County is a modi- <br />fication of the FES plan and most likely would be accomplished by reduc- <br />ing the amount of M&I water delivered to northern Utah County from that <br />presented in the FES. In addition, the M&I System will provide 3,000 <br />acre-feet of supplemental irrigation water to the Francis area in Summit <br />County and 12,100 acre-feet of supplemental irrigation water to the <br />Heber Valley area in Wasatch County. Construction of the system will <br />include safety modifications to 15 high country reservoirs on the upper <br />Provo River and improved and stabilized water levels in 12 of these <br />reservoirs. Operation of the project will enhance water quality and <br />recreation values, mitigate adverse impacts to wildlife and stream <br />fisheries, and provide flood control. <br /> <br />The purpose of this supplement is to report and evaluate two types <br />of elements--the environmental impacts of proposed modifications to the <br />M&I System plan and impacts or consultations not previously covered by <br />the 1979 FES. Proposed actions for which analyses or consultations have <br />been conducted include: <br /> <br />1. relocating U.S. Highway 189 along an alignment different <br />from that described in the FES; <br /> <br />2. adding a new Wasatch County road; <br /> <br />3. relocating the outlet works and spillway of Jordanelle <br />Dam from the right to the left abutment; <br /> <br />S-l <br />
