SUMMARY

Summary of Road Relocations

The FES stated a need for 15 miles of relocated rosds. Revised
relocations plus construction of the Wasatch County road would require
32.9 miles of roads, as shown in the table below.

Changes in road miles
Road 1979 1986
U.S. Highway 40 9.0 9.8
U.S. Highway 1891/ 5.5 11.8
County road N~/ 9.8
O&M roads 0.5 1.5
Total 15.0 32.9
1/ Selected northern route C alternative.
2/ NA = not applicable.

Outlet works

The spillway, multiple-level outlet, and outlet tunnels would be re-
located from the right to the left, or east, abutment of the dam because
of greater foundation stability. In order to bypass a potential slide
area, the spillway and outlet tunnels would be about 1,000 to 1,200 feet
longer than the 2,400- to 2,500-foot-long tunnels in the FES, requiring
a manmade channel to convey reservoir releases back to the Provo River.

Reservoir management boundary

Some adjustments to the reservoir boundary are necessary to accom-
modate proposed changes in road relocation, the proposed relocation of
Jordanelle Dam outlet works, and the role the reservoir management bound-
ary will have in the preservation of water quality in Jordanelle Reser-
voir. The net effect of these and other minor changes would be to in-
crease the management boundary area by about 50 acres over that recom-
mended in the FES. Other minor changes in the boundary may result during
acquisition negotiations. However, no change will be permitted which
would adversely impact water quality protection or result in any signifi-
cant adverse impact.

Fishery mitigation/recreation plan

In response to local concerns, the recreation component which in-
cludes river floating would be excluded from the fishery mitigation/
recreation plan described in the FES. In order for Reclamation to meet
its fishery mitigation requirements, public access to the reach of the
Provo River between the Jordanelle Damsite and Deer Creek Reservoir
would be modified as follows:

1. Foot access would be provided for anglers only.

2. Access will be acquired for fisherman use through fee
title or easement at such time as a managing agency is
identified.

S-8
