<br />-,. <br /> <br />JLJJ~;)ft <br /> <br />.6. <br /> <br />ALLOCATIOK OF COSTS AlID REPATI'~IT <br /> <br />Provision is made for the return to the United States of the costs <br />allooated by the Secretary of the Interior to irrigation, power and <br />miscellaneous purposes. The contracts covering return of the costs <br />allocated to irrigation could be made, i.n general, on either of the <br />alternative plans provided in Sections 3 and 4 for existing projects. <br />Where the new project is for reclamation of raw lands, a development period <br />of not to exceed ten years may be fixed by the Secretary of the Interior. <br />During the dGVelopmant period water would be delivered on a toll oharge <br />basis. Regular construction charges would canmence the year after the <br />end of the periOd, This provision will mean much to settlers who start <br />with sage brush land, <br /> <br />Sections 10-14 permit mere economical and orderly construction and <br />operation of reclamation projects than is possible under existing laws. <br /> <br />Seotions 15-16 provide for administrative rules and regulations and for <br />continuing the force and effeot of existing; laws not inoonsistent with the <br />proposed legislation, <br /> <br />TE2>!PORARY RELIEF PERIOD EXTENDED <br /> <br />Section 17 (a) permits modifioation of existing oontraots under Seotions <br />3 and 4 within five years from date of enaotment in order to allow time for <br />negotiating and consummating the new contracts. Seotion 17 (b) extends <br />for five years the authority of the Seoretary of the Interior to grant <br />temporary relief proposed by enaotment of H. R. 5076, passed at this <br />session of the Congress. <br /> <br />Section 18 excludes the Boulder Canyon projoct from the scope of the <br />proposed legislation, <br /> <br />Section 19 authorizes citation of tho proposed legislation as the <br />"Reclarna tion P roj ect Act of 1939." <br /> <br />Much of tho above description of the proposed legislation is taken <br />directly from the offioial letter of oxolanation by whioh the Seoretary of <br />the Interior submitted the matter to Congress. <br /> <br />Respectfully submitted, <br /> <br />NATlWAL RECLAUATION ASSOCIATION, <br />J.
