The payment of <br />this additional charge would offset any detriment to the Reclamation Fund <br />in the event that instalments are deoreased more than they are increased. <br /> <br />Authority is given for varying assessments against the lands vnthin a <br />contraoting unit so as to take into consideration varying classes of land <br />and benefits. <br /> <br />DATES FOR PAYUENT <br /> <br />Seotion 5 authorizes the Seoretary of the Interior, in his disoretion, <br />to provide for collection and payment of c~nstruction charges on da.tes <br />substantially contemporaneous with the dates when water users receive their <br />crop returns. Some existing repayment contraots permit a considerable <br />lag between the time when crop returns are reaotved and the time when <br />construotion charges must be paid. In order to prevent inequitable <br />pyramiding of instalments when the rearrangement of dates becomes effeotive, <br />the Seo~etary would be permitted to provide necessary deferments. <br /> <br />Seotion 6 provides for proper accounting, for protection of irrigation <br />vrorks and farm lands in projects, and for penaltios on dolinquincies. <br />
