This alternative is the same as
Alternative I A with regard to conservation and reuse.

1.6.3 Alternative 2 - This is the Non-Tributary Ground Water Alternative with Maximum
Reuse. Alternative 2 was formulated as a sub-regional approach, whereby water providers
would look at cooperative options which pooled water rights and facilities to develop a sub-
regional cooperative approach to maximize water development. There are two large components
of potential reuse that were not utilized in Alternative 1 A and IB, much of the return flows of
ECCV and Castle Rock. This alternative provides a system to capture these flows.

Alternatives lA, lB, and 2 provide a plan for water development to meet demands for the South
Metro water providers without "conjunctive use". Since the conjunctive use alternatives each
include the need to meet demands based upon local water supplies alone (in dry years), these
alternatives form the base upon which the conjunctive use alternatives are built.

1.6.4 Alternative 3A - Conjunctive Use witb Borrowing (Import of Soutb Platte and BIue
River water during wet years witb borrowing from Denver Water Storage). Alternative 3A
is the regional approach to water supply development through conjunctive use. Water would be
imported from the South Platte and Blue Rivers in wet years with deliveries through Denver
Water's system to the vicinity of the Foothills Treatment Plant in the Roxborough area on the
west edge of the South Metro Area. Water would be delivered to South Metro water providers
through a pipeline distribution system. In dry years, the water providers would continue to use
their existing sources of supply. This alternative includes borrowing from Denver Water
Storage.

1.6.5 Alternative 3B - Conjunctive Use of Free River Water (Import of South Platte and
Blue River water during wet years with direct diversions of junior water rights wben
available). Alternative 3B is similar to Alternative 3A except that junior water rights are
diverted directly without the ability to increase yield through existing Denver Water Storage.

1.7 Study Process

The primary study components include the following items.
. Baseline Data Development
. Development of a Regional Water Model, and Peer Review
. Development of a Local Well Analysis
. Development of a Water Management Model
. Determination oflnfrastructure
. Costing ofInfrastructure
. Economic and Financial Analyses
. EnvironmentaIlssues

The initial study task is the development of baseline data that includes the development of water
demands for each of the eleven participant entities from the year 2000 through the year 2050. In
addition, the data development identifies all existing and known future water rights available to
the water providers to meet those demands. The data inquiry for each water provider also

Page 1-17
