.

.

-,

3041

RESOLUTION

WHEREAS, thE: Bureau of Reclamation conforming to the Pick-Sloan plan for flood control and irrigation
for the Missouri River drainage area, was given the carrying out of the flood and irrigation project known as
the "Narrows Dam" and has perfonned a considerable amount of preliminary work on the project, and

WHEREAS, some objection has ;:Jrisen to the proposed project and delayed further preliminary work, and

WHEREAS, the members of the Water Users Protective Association of District No. 64 at a meeting of the asso-
ciation held in Sterling, Colorado, on March f:I, 1952, discussed and cOflEidered very fully and carefully, among
other things, the said Narrows Darn project, and

WHEREAS, the said association was of the unanimou~ opinion that the construction of said project will be
of special value to Northeastern Colorado, and particularly to the irrigation interests and irrigated lands of
the members of said association, for the following reasons:

1. The Narrows Darn will provide protection to the property on the South Platte River below said dam
from often occurring floods.

2, The Narrows Dam will provide storage of water at times when the water is not needed by other ap-
propriators, which water when so stored can be used for further development of lands in the South Platte
Valley by providing water for lands now not supplied with water in the State of Colorado. That there exists at
this time a large acreage of land under said proposed dam that is wholly without irrigation water.

3. It is necessary to provide a stream reservoir to impound any waters brought from the Colorado River
that cannot be immediately used but may be used later. Unless this is done there is grave danger that the
Colorado River Compact may become vulnerable, and vital water lost to Colorado development forever.

4. The association has no doubt but that the Department of the Interior acting through the Reclamation
Bureau will respect and recognize the vested rights of all water users as it has done in the past, That the
representatives of the Reclamation Bureau have repea tedly given the assurance that it will so respect and
recognize sllch vested rights. That the consummation of the Narrows Dam project will then assure the continu-
ance of our present invaluable water rights and priorities under the laws of Colorado.

NOW THEREFORE BE IT RESOLV1:D, that The Water Users Protective Association of District No. 64 does
hereby earnestly approve and strongly endorse In every way the construction of the "Narrows Dam" Project
and urges that work thereon be resumed and carried on to completion without delay according to the plans of
the Reclamation Bureau.

That a certified copy of this resolution be sent to The Colorado Water Conservation Board; a copy to each
of our two U. S, Senators and a copy each to our Congressmen; and a copy to the Office of the Reclamation
Bureau for this Region at Denver, Colorado.

STATE OF COLORADO )
) 5S.
County of Logan )

I, R.
