Stone, Director <br />Colorado Water Conservation Board <br />212 State Office Building <br />Denver 2, Colorado <br /> <br />Dear Sir: <br /> <br />I would like to submit for your appraisal, a statement in regards to <br />the proposed Narrows Dam Project. This is an individual statement and in <br />no way should it be construed to represent the public opinion existent in <br />my area. <br /> <br />If you consider the statement TIorthy of merit, I would like it filed <br />with other statements received by your office on this subject, if it is <br />possible at this late date. <br /> <br />As a graduate of Colorado A & M College. with a degree in Soils in <br />the department of Agronomy; I am perhaps more conscious of the basic cons- <br />ervation needs of our country at the present time, than are many people. <br />I am somewhat fa~iliar ,Qth the policies of the Bureau of Reclamation, being <br />a former employee of theirs before taking up farming as an occupation. I am <br />familiar with several projects of their undertaking, that had insufficient <br />study and utter disregard for public opioiona' and sentiment, that in turn <br />were less than satisfactory. I am also familiar with other projects of <br />theirs that are highly practical and satisfactory. <br /> <br />After studying the statements that were compiled by your office regard- <br />ing the Narrows Dam, I became extremely conscious of the fact, that though <br />the statements presented opposing the Dam. had merit, there was no alternative <br />offered by them that might suggest a means to accomplish what is needed, <br />and also meet with their approval. This fact prompted me to draft this <br />statement for your study. I believe it incorporates thoughts of quite a <br />ntL~ber of people who I have talkEld VQth in regards to this subject. <br /> <br />The type plan suggested in my statement is not original, nor is it <br />lIDworkable. This is the type control practiced in Iowa, which has been <br />l:i.gl.ly satisfactory. It is reasonable to believe that if flood control is <br />achieved in the tributaries to the main stream, the potential flood threat <br />to the stream itself, is negligible. This type plan naturally offers greater <br />protection to more people and more land area. <br /> <br />I realize that the appropriation has been made to accomplish the builrtin6 <br />of Narrows Dam, but I see little to prevent them from revising their plans <br />to accomplish the flood cont~ol where it is needed, and proceed with the <br />main stream stabilization in a manner more satisfactory to more people. <br /> <br />Thank you for your consideration. <br /> <br />Very truly yours, <br />/s/ Don Richardson <br /> <br />1 Inc. <br />
