These com- ments were awaiting transmittal to PSIAC at the close of 1971. The Board's comments on the California Region Framework Study were forwarded to the Department of Water Resources on De- cember 23, 1971. The comments stressed the :eport's failure to recognize the rising salin- Ity problems of the Colorado River and the inadequate treatment given to water salvage and environmental factors. The Board also reviewed an environmental statement for the California Framework Study and comments thereon were transmitted to the Chairman of the Framework Study Committee.
