These com- <br />ments were awaiting transmittal to PSIAC at <br />the close of 1971. <br />The Board's comments on the California <br />Region Framework Study were forwarded to <br />the Department of Water Resources on De- <br />cember 23, 1971. The comments stressed the <br />:eport's failure to recognize the rising salin- <br />Ity problems of the Colorado River and the <br />inadequate treatment given to water salvage <br />and environmental factors. Gianelli, Director of Water <br />Resources, who acted as Council Chairman; <br />Gordon Cologne, State Senator, 36th Dis- <br />trict; and Theodore J, George, Marysville <br />Civil Engineer, Myron B. Holburt, Chief En- <br />gineer of the Colorado River Board, and <br />Wayne MacRostie ofthe Department ofWa- <br />ter Resources continued to serve as technical <br />advisors to the California delegation, <br />Some of the issues and subsequent resolu- <br />tions adopted by the Council were as follows: <br />1.
