CALIFORNIA 90012 <br /> <br />July 25, 1972 <br /> <br />Honorable Ronald Reagan <br />Governor of California <br />State Capitol <br />Sacramento, California <br /> <br />Dear Governor Reagan: <br /> <br />I have the honor of submitting to you and the legislature the report covering <br />the activities of the Colorado River Board for the calendar year 1971. Some of the <br />highlights of the past year are briefly noted as follows: <br /> <br />During the year, good progress was made with respect to feasibility level studies <br />for a major Colorado River Salinity Control Program. Unified support from the Colorado <br />River Basin States was instrumental in increasing the money appropriated specifically <br />for this purpose in fiscal year 1972 above the level initially proposed by the Federal <br />administration. These funds have enabled the U. S. Bureau of Reclamation to commence <br />the necessary basinwide studies as a means to control river salinity. <br /> <br />At a meeting held between representatives of the Colorado River Basin States and <br />the Under Secretary of the Interior and other governmental agencies and officials, it <br />was agreed that the Department of the Interior would take federal leadership for a <br />major Colorado River Salinity Control Program. Later in the year, the Bureau of <br />Reclamation appointed a project coordinator for the program with headquarters in Denver. <br />One of the side effects of emphasizing the Colorado River salinity issue has been the <br />acceptance by federal agencies and electric power agencies of the principle that <br />highly concentrated saline water which is a waste product from thermal electric power <br />plant operations, using the river as a source of cooling water for the power plant, <br />should not be returned to the river. <br /> <br />The long awaited report by the Environmental Protection Agency on the salinity <br />problems in the Colorado River Basin was distributed at the end of the year. In <br />commenting on the report, the basin states were in general agreement with each other, <br />specifically supporting acceleration of the salinity control program and deferral <br />of the setting of salinity standards. <br /> <br />Minute 218 of the International Boundary and Water Commission, which provides <br />for certain measures that lessen the impact of salinity on Mexico, was extended for <br />another year through November 15, 1972. This extension was considered to be a <br />temporary measure and the U. S. Commissioner, with the advice of the seven-state <br />Committee of Fourteen, continued negotiations with his Mexican counterparts in order <br />to arrive at a longer term agreement. As of the end of the year, the two countries <br />were unable to agree on a long term agreement. <br /> <br />4 <br />
