<br />lSJ8 <br /> <br />Due to the increase in Basin storage pro- <br />vided by the Colorado River Storage Project <br />reservoirs, releases of water from Hoover <br />Power plant during recent years have <br />equaled downstream requirements, Hoover <br />releases during the year ending May 31,1971, <br />were 8,144,000 acre-feet. <br />Total energy delivered to the Hoover pow- <br />er allottees during operating year 1970-71 <br />was 3,652 million kilowatt hours, Of this <br />quantity, Hoover generation plus Parker-Da- <br />vis Interchange amounted to 3,109 million <br />kilowatt hours, and replacement energy, re- <br />quired because of energy lost due to the ini- <br />tial filling of Colorado River Storage Project <br />reservoirs, amounted to 543 million kilowatt <br />hours, The largest user of Hoover power was <br />The Metropolitan Water District of South- <br />ern California, which took approximately <br />one-third of the energy delivered to the allot- <br />tees. Estimated energy delivery, for the same <br />period ending May 31, 1972, to the Hoover <br />power allot tees was 3,675 million kilowatt- <br />hours, or about 91.1 percent of defined firm <br />energy. <br /> <br />The 1962 Glen Canyon Filling Criteria, as <br />modified in 1964, has been described in previ- <br />ous annual reports of the Board. The Filling <br />Criteria provides that the United States will <br />compensate Hoover power allottees for any <br />deficiency in firm energy generation at Hoo- <br />ver Powerplant caused by the initial filling of <br />Lake Powell and other Colorado River Stor- <br />age Project (CRSP) reservoirs. In the past, <br />this compensation has been in the form of <br />energy or money required by the allottees to <br />replace that eJllergy, including 200 million <br />kilowatt hours of "impairment" energy re- <br />sulting from the drawdown of Lake Mead <br />below elevation 1,123 (rated power head) in <br />1964 and 1965. <br />Section 502 of the Colorado River Basin <br />Project Act of 1968 (PL 90-537), provides <br />that, beginning in fiscal year 1970, $500,000 <br />per year shall be transferred from the Colo- <br />rado River Development Fund (established <br />by the Boulder Canyon Project Adjustment <br />Act) to the Upper Colorado River Basin <br />Fund as reimbursement for payments to <br />Hoover power allottees under the Filling <br />Criteria (but excluding payments for "im- <br />pairment" energy), To the extent that any <br />deficiency in such reimbursement remains as <br />of June I, 1987, the amount of deficiency shall <br />be transferred from the Lower ColoradoRiv- <br />er Basin Development fund (established by <br />PL 90-537) to the Upper Colorado River Ba- <br />sin Fund, In reaffirming the Filling Criteria <br />in ! 970. the Secretary of the Interior stated <br />that, with minor exceptions, all energy to <br />meet Hoover power deficiencies would <br />henceforth be purchased, <br />On February 27, 1971, the Upper Colorado <br />River Commission passed a resolution re- <br />questing the Secretary of the Interior to re- <br />verse his 1970 decision to continue the Filling <br />Criteria. Such a reversal would have had the <br />effect of reimbursing the Upper Colorado <br />River Basin Fund for the 200 million kilo- <br />watt hours of impairment energy. The Secre- <br />tary did not change his d~cision, and the Fill- <br />ing Criteria is still in effect. <br /> <br />21 <br />
