I.

N
W
-..:J
G)

Second Annual
Progress Report.
Water Quality Standards for Salinity
Colorado River System

January 1978

Prepared by the

Colorado River Basin Salinity Control Forum

The Federal Water Quality Act of 1965 and its Amendments,
required the establishment of water quality standards for inter-
state waters. Public Law 92-500, as interpreted by the Environ-
mental Protection Agency (EPA), required the States of the
Colorado River Basin to adopt water quality standards for salinity
consisting of numeric criteria and a plan of implementation for
salinity control. The seven-state Colorado River Basin Salinity
Control Forum, following more than a year of analysis, prepared
a report in June 1975. The report which included numeric criteria
and a plan of implementation was subsequently adopted as state
standards by each of the Colorado River Basin States and approved
by EPA in November 1976.

:tlI

The adopted plan requires the establishment of a permanent
Work Group to be charged with the responsibility of keeping cur-
rent with events relating to salinity control and suggesting
revisions to the standards if required for action by the Forum.
It also requires continual monitoring and evaluation of the
progress in the salinity control program. The States, through
the Forum, are to submit a report annually to the Environmental
Protection Agency summarizing the results achieved by the
salinity control program and the effect of other actions in the
Basin having an influence on salinity. This report presents
information on changes occurring during the year October 18,
1976 - October 17, 1977.

"'"-

'i
