Lost approximately 500 acres of land under agriculture production.

ECONOMIC IMPACTS - Economic impacts may have been limited as shares often came from
part-time, or hobby farmers. Loss of gross revenues generated on the 500 acres including the
multiplier affect of these revenues. Land converted to residential and small commercial sites on
the outer fringes of Pueblo.

SOCIAL IMPACTS - Potential loss of additional young farmers. More city growth and
infringement on larger agricultural producers that may result in conflict between urban desires and
agricultural needs.

ENVIRONMENTAL IMPACTS - Less dust and other agricultural pollutants, but somewhat
offset by possible environmental damage associated with residential and commercial areas.

COMMENTS - The area under the Bessemer ditch has always included urban areas in
Pueblo. Pueblo has owned for many years approximately 100 shares used for park and golf course
irrigation. Another approximate 100 shares has been used by Roselawn cemetery for cemetery
irrigation. As Pueblo grows, the small farms east of Pueblo in the St. Charles Mesa area have been
divided into commercial, and small residential subdivisions. The area served by the St. Charles
Mesa Water District is gradually changing from rural to semi-rural to suburban. The purchases by
the St. Charles District have been from smaller farms nearer Pueblo; the District has tried not to
disrupt full time farming activities further east under the Bessemer Ditch.

Information from Lee Simpson, General Manager, St. Charles Mesa Water District, 12/3/92;
Bill Milenski & Kevin Pratt comments

A2-4
