Du~ing the last administration <br />the Bureau of Reclamation wa.s condemned for arbitrary regimentation <br />of projects, but.a notice sent out .by.a present AssistantSecretary of the. <br />Interior, opening the Wellton~Mohawk Project. is. as bad or worse. <br />Under the Constitution the Federal Government has only such power II as <br />are given to it specifically; the rest are reserved to the States. A deci- <br />sion of the Supreme Court two years ago. w,ritten by Justice Black, <br />announced that the Federal Government. un\:lerthe Welfare Clause of <br />the Constitution. had the right to take over ~nd operate a purely intra~ <br />state project even with no flood control or lj.avigation.Such subversion <br />of the Constitution is too starUing to pass without serious consideration <br />when formul.ation of a national power andvvaterpolicy is being discussed. <br /> <br />t <br /> <br />.. <br /> <br />* <br /> <br />, ' <br />Only by friendly discussion can water .policy that will serve the <br />Colorado River Basin satisfactorily be formulated. It i,ll human nature <br />for people in one State to want more favora;ble conllideration of their <br />:projectll than of others, but only out of me~tingll in the spirit of equity <br />a~d fairness, will policies be worked out Il~tisfactory to all. That is <br />just what this organization is for.
