<br />Water Management Study: Upper Rio Grande Basin <br /> <br />with the growing competition for the Basin's scarce resources. Some of the <br />stakeholders believe that current institutions are up to the task of <br />addressing these problems and express their resolve to oppose vehemently <br />any attempt to reshape the building blocks, such as the Rio Grande Compact <br />and the contracts and legislation associated with the different projects, that <br />form the legal and institutional foundation for resource management in the <br />Basin. Others just as strongly take the opposite view. Similar polar <br />positions will accompany every proposal to address the Basin's problems. <br />One thing is certain, however: the problems, themselves, will not wait <br />forever. Sooner or later, the stakeholders must address them with far more <br />political will and initiative than they have demonstrated in the past. <br /> <br />Many observers believe that, because everybody stands to lose if the <br />problems worsen while the stakeholders squabble, substantial opportunities <br />exist for finding outcomes that can benefit everybody. We agree. We also <br />observe that there are many, very talented people among the stakeholders, <br />each of whom expresses a desire to move forward but lacks the ability to <br />surmount the barriers of distrust.
