After describing the <br />considerable challenges facing them, it expresses the stakeholders' <br />commitment to "share responsibilities in meeting future water needs <br />equitably." <br /> <br />The plan then identifies a set of actions that, in combination, might <br />accomplish the joint goals of securing long-term, dependable amounts of <br />instream water in the valley and accommodating consumptive water users. <br />These actions include: <br /> <br />. Acquiring water from willing sellers and using it to facilitate <br />accomplishment of the goals. <br /> <br />;'.:' <br /> <br />. Managing groundwater and surface water conjunctively so that, for <br />example, surface water during wet years could be stored in aquifers and <br />then pumped to augment surface flows in dry years. <br /> <br />,~': <br /> <br />. Altering the management of upstream water-storage facilities to increase <br />the supply of water available for meeting the goals. Some potential <br />actions could be accomplished under existing authorizations, while others <br />would require legislative changes. The plan recognizes the need to <br />prepare an annual operation plan for reservoirs and diversions in <br />consultation with all stakeholders. <br /> <br />'"J <br /> <br />. Increasing water-use efficiencies by taking actions, such as lining canals, <br />improving irrigation practices, and improving water management. <br /> <br />;':; <br /> <br />. Improving water-rights administration by pursuing adjudication, <br />improving metering, and evaluating water-management options. <br /> <br />;'J <br /> <br />The plan recommends that the agencies and entities with a stake in water <br />management in the valley should work cooperatively to investigate the <br />feasibility of these actions and develop a plan of action for meeting the needs <br />of the water users and the Rio Grande silvery minnow. Preparers of the plan <br />conclude by encouraging the leadership of their respective agencies to pursue <br />the goals and actions they have described. <br /> <br />The plan was developed against the backdrop of the Rio Grande silvery <br />minnow Recovery Team.
