If these future Section 7 consultations allow less than full <br />Project depletions, decisions may be required regarding water allocations, Project design, <br />and other pertinent factors that have bearing on compliance with the Settlement Act and <br />environmental law. Since there is no present assurance that Phase I, Stage B or Phase II <br />would be constructed due to possible water depletion restrictions, each step has been <br />designed to have independent utility. <br /> <br />General Project Construction and Operation <br /> <br />The Project would be constructed and operated in two phases as a result Colorado Ute <br />Indian Water Rights Final Settlement Agreement, December 10, 1986, Binding <br />Agreement for Animas-La Plata Project Cost Sharing, and Settlement Act. In addition, <br />because of the RPA and the resulting 57,100 acre-feet average annual depletion <br />limitation to the San Juan River, the first phase has been separated into two distinct <br />stages (A and B), as shown in Tables I and 2. <br /> <br />Phase I - Water Supply, Facilities, and Operation (proposed Plan) <br /> <br />Detailed descriptions of the facilities are included after the general description of the <br />proposed Project. <br /> <br />Phase I, Stage A <br /> <br />Phase I, Stage A - Water Supply <br /> <br />Reclamation would develop an initial average annual water supply for Project uses of <br />80,100 acre-feet, consistent with the requirements of the existing Biological Opinion. <br /> <br />Phase I, Stage A - Facilities <br /> <br />Facilities constructed for Phase I, Stage A would include: Durango Pumping Plant, <br />Ridges Basin Inlet Conduit, Ridges Basin Dam and Reservoir, a small Ridges Basin <br />Pumping Plant, and Durango, Shenandoah, and La Plata Rural M&I Pipelines (table I). <br />Recreation and fish and wildlife facilities would also be developed. <br /> <br />In Phase I, Stage A, Durango Pumping Plant and its appurtenant structures would be <br />designed and constructed with capacity to accommodate future water deliveries (phase I, <br />Stage B and Phase II). The capacity of the plant in Phase I, Stage A would be 70 cfs at <br />full reservoir (maximum static head). <br /> <br />Durango M&I Pipeline would be constructed to deliver Project water from Durango <br />Pumping Plant to the city of Durango's existing storage reservoir, Durango Terminal <br />Reservoir. The pipeline would be approximately 3.2 miles long and would have a <br />capacity of II cfs. <br /> <br />22 <br />
