However, Table XII included in Section 4 of this report provides an overview of <br />the status of the account throughout the year. <br /> <br />At the close of the compact year, the volume of water in 101m Martin Reservoir <br />totaled 326,209.82 a.f., distributed as shown in Table XIII, Section 4 herein. <br /> <br />Status of Previous Onerations SecretarY's Renorts and Efforts to Resolve Issues <br /> <br />Reports of the Operations Secretary for some previous years either were not <br />initially accepted, were conditionally approved, or have not been acted upon by the <br />Arkansas River Compact Administration. My understanding of the status of each of <br />these reports is reviewed below. <br /> <br />--1994. By resolution of the Arkansas River Compact Administration dated <br />December 10, 1996 it was determined that "The Annual Reports of the Operations <br />Secretary for the years 1994 and 1996 are accepted subject to inserting the <br />following footnote below the tables showing Colorado Augmentation <br />deliveries:...". At last year's meeting of this Committee, I submitted and <br />distributed copies of a single page document to be inserted in each report which <br />identifies the relevant tables in each report and recites the three footnotes frorn the <br />resolution verbatim. Subsequently, copies of this insert were distributed to <br />Arkansas River Compact Administration members and others under a <br />memorandum oftransmittal dated December 10, 1998. I have verified that these <br />inserts have been incorporated into the copies of the 1994 and 1996 reports that <br />are on file in the Arkansas River Compact Administration office in Lamar, <br />Colorado. This committee has not verified nor caused the record of Arkansas <br />River Compact Administration's proceeding to clearly indicate that the conditions <br />of the December 10, 1996 resolution have been satisfied by these actions. <br /> <br />--1995. A motion offered by Mr. David Pope was passed by the Arkansas River <br />Compact Administration on December 12, 1995 which approved "...the <br />Operations Secretary's report subject to concerns that we would have an <br />opportunity to raise at a later time...". <br /> <br />--1996. See discussion under the sub-heading pertaining to the 1994 report above. <br />
