POINTON, LAS ANIt-'!AS <br /> <br />RANDY HAYZLETT, LAKIN <br /> <br />December I, 1999 <br /> <br />Mr. David Brenn, Chairman <br />Arkansas River Compact Administration - Operations Committee, 1998-1999 <br /> <br />Mr. James Rogers, Member <br />Arkansas River Compact Administration - Operations Committee, 1998-1999 <br /> <br />Gentlemen, <br /> <br />The purposes of this letter report are: I) to provide you with a summary of accounting of <br />the operation of John Martin Reservoir for the 1998-1999 compact year which is <br />incorporated and made a part hereof; 2) to review the status of Reports of the Operations <br />Secretary previously submitted but not yet approved by the Arkansas River Compact <br />Administration and to describe the status of efforts that have been made to clarify and <br />resolve issues of concern regarding such reports that have been raised by the Assistant <br />Operations Secretary; and 3) to suggest action items to be taken by this committee on <br />December 6, 1999. <br /> <br />Summary of Onerations <br /> <br />In accordance with the April 24, 1980 Resolution of the Arkansas River Compact <br />Administration, Concerning an Operating Plan for John Martin Reservoir as amended <br />(1980 Operating Plan), the 1998/1999 "period of winter storage" began at 0000 hours on <br />November 1,1998. At that time the volUIIle of water in the reservoir was 242,351.00 a.f. <br />distributed as follows: 228,642.45 a.f. in agreement accounts; 9,039.87 a.f. in the <br />permanent recreation pool; and 4,848.68 a.f. in the offset account. Included in agreement <br />accounts were 113,847.46 a.f. in the Kansas Section II account, a total of 104,561.98 a.f. <br />in Colorado Section II accounts, 1,502.99 a.f. in the transit loss account; and 8,730.02 a.f. <br />in the Amity Section III account. Also, from that time, all inflows to John Martin <br />Reservoir (except 299.07 a.f. credited to the offset account during November 1998) were <br />accrued to conservation storage as indicated by increases to the winter compact account. <br />
