No other site alternatives were
investigated since it is CSP's intent to utilize this existing plant.

The existing extended aeration plant will be utilized for primary and secondary treatment
and then directly discharge the treated effluent to lined wetland ponds. Although the plant is
designed to treat all the wastewater to acceptable effluent concentration limits, the treatment
provided by the ponds will provide additional redundancy that should result in effluent pollution
concentrations below 10 mgll and biological oxygen demand (BOD) of 5. The system will be
non-discharging.

The additions to this plant, which will include tertiary treatment by the wetlands and the
installation of sewers and pumps, will be constructed sometime during the sununer of200I.

The Colorado State Parks technician, who will possess a class 0 wastewater license, will
operate the extended aeration plant. This individual will be responsible for maintaining all piping
and tank integrity. The blowers and their motors will also be monitored and maintained by this
technician. All maintenance procedures outlined by the plants manufacturer will be accomplished
in a timely manner.

The lined wetlands will require little maintenance. The banks of the wetland will be
mowed, but care will be taken not to destroy or disturb nests of ground-nesting birds. The integrity
of the liner will be visually inspected but the life of this liner is expected to exceed thirty years.
Vegetation in the wetland will be initially planted but once established the vegetation will become

17
