(Rocky Mountain). a Colorado corporation. <br /> <br />wholly owned by Mid-American Holding Corporation, formerly known as Otaka <br /> <br /> <br />International. Inc., is constructing a golf course and country club resort <br /> <br /> <br />on lands known as the Zapata Ranch in Alamosa County. as shown on <br /> <br /> <br />Figure I. The golf course is mostly constructed on lands that were <br /> <br />formerly irrigated by surface water rights that diverted water from the <br /> <br /> <br />Zapata Creeks and their tributaries. This report describes an analysis of <br /> <br />historic consumptive use on the ranch. presents estimates of water demands <br /> <br /> <br />and consumptive uses under future conditions. and proposes a balance <br /> <br />between historic and future uses. <br /> <br />On October 7. 1988. the State Engineer approved a temporary substitute <br />supply plan. allowing Rocky Mountain to begin construction of the golf <br />course. and to irrigate the fairways and greens. One of the conditions <br />under which approval was granted was that Rocky Mountain must app ly for <br />Water Court approval of an augmentation plan by September 1. 1989. This <br />report will be used in support of such an application. <br /> <br />The analyses in this report were based on U.S. Geological Survey maps and <br />streamflow data; climate data recorded by the National Oceanic and <br />Atmospheric Administration (NOAA) at the Great Sand Dunes National <br />Monument; the modified Blaney-Criddle method for estimating irrigation <br />water require1llents; diversion records from the files of the Division 3 <br />Engineer 's Office;,~l photographs taken by both public and private <br />agencies; information provided by Rocky Mountain and their water rights <br />counsel; and a general understanding of water rights matters in the San <br />Luis Va lley. <br /> <br />GOLF COUUB AIID Commy CLUlI VATEII.
