<br />\) \)'L't.'l ~ <br /> <br />. <br /> <br />. <br /> <br />Activities related to the Board's continuing efforts to develop California's 4.4 Plan are <br />progressing, At last month's Board meeting I discussed a letter that David Kennedy and I had <br />received from representatives of the Upper Basin expressing their comments on the Plan as of <br />October 8th. In that letter, it was recognized that progress was being made by California in its <br />development of a Plan and that in the latest draft, the Plan better defines the elements being <br />considered. However, they continued to caution us that their agreement on any revised reservoir <br />operating criteria is dependent upon California's commitment to implement the water conservation <br />and transfer components identified in the Plan. In their letter, they also asked us to clarify a number <br />of technical questions related to elements of the Plan. <br /> <br />As a follow-up to the October 8th meeting, Mr. Jim Lochhead of Colorado transrnitted a <br />memorandum to Governor Romer and others in Colorado expressing his observations of the <br />October 8th meeting among representatives of the Basin states. A copy of Mr. Lochhead's <br />memorandum, dated November 3, 1997, is included in the Board folder. In his comments he <br />observed: <br /> <br />. Implementing the programs contained in the draft Plan gets California on the right path. <br /> <br />. The recently identified impacts on the Salton Sea provide an added uncertainty on <br />California's part for implementation of conservation measures, which are critical to the <br />Plan. <br /> <br />. In order to meet the Plan's goals, the latest draft shows a greater reliance on changes in <br />the reservoir operating criteria, and Colorado is uncomfortable with this. He suggests <br />that the details of the Phase I elements of California's Plan need to be worked out prior <br />to any revision to the surplus criteria and if the benchmarks contained in California's <br />Plan are not met, then any revision to the existing surplus criteria must be immediately <br />terminated. <br /> <br />The Agency Managers continue to meet to develop California's 4.4 Plan. Since the October <br />Board meeting, the Agency Managers have held two meetings and another meeting is scheduled after <br />this month's Board meeting. i As an added impetus to keep development of a Plan on schedule, State <br />Senator David Kelley requeste(i'Governor Wilson, on October 6th, to sign Senate Bill 1082, even <br />though the operational dates in the legislation were superseded. If.. copy of his letter is included in <br />, J <br />the Board folder. <br /> <br />Colorado River Endanltered Fish Soecies <br /> <br />The Lower Colorado River Multi-Species Conservation Program (LCR MSCP) Steering <br />Committee met on the morning of October 23rd and the Work Group met that afternoon and again <br />on November 6th in Las Vegas, Nevada, The major focus of both groups during these meetings has <br />been on providing the Plan Development Contractor (Ogden) information that will be needed to <br />develop the multi-species conservation plan, The Facilitation Contractor (Dudek) is investigating <br /> <br />3 <br />
