I plan <br />on asking for approval at the December Board meeting in Las Vegas, Nevada. <br /> <br />1997 Budl!et Act <br /> <br />Last month I informed you that the first quarterly progress report concerning the status of <br />the Colorado River Board's 4.4 Plan was due to the legislature pursuant to the Supplemental Report <br />of the 1997 Budget Act 1997-98 Fiscal Year, Included in the Board folder i~ a copy of the report <br />i that was transmitted to the Policy and Fiscal Cofnmittees of the l~gislature detailing the status and <br />.,progress ofCalifomia's efforts in developing a plan to live within its Colorado River apportionment. <br /> <br />Lel!islative Analvst's Office <br /> <br />Last month the Legislative Analyst's Office released a report to the legislature entitled, <br />~ , <br />\ Colorado River Waler: Challenges for California, In its report, the Legislative Analyst provides <br />'a brief history of the water uses by the Lower Basin, especially on how California was able to exceed <br />its "basic" apportionment by relying on other states' unused water. The report continues by listing <br />several of the challenges now facing California and urges the legislature to hold oversight hearings <br />prior to the California 4.4 Plan being submitted to the Secretary of the Interior, <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Reoorl <br /> <br />During September 1997, storage in the major Upper Basin reservoirs decreased by 68,000 <br />acre-feet and storage in the Lower Basin reservoirs increased by 232,000 acre-feet. Total System <br />active storage at the end of September was 55,183 million acre-feet (mal) or 93 percent of capacity, <br />which is 4,594 maf more than one year ago, <br /> <br />October releases from Hoover, Davis. and Parker Dams averaged 8,510. 11,320 and 8,310 <br />cubic feet per second (cfs), respectively. Flood space building releases were completed on <br />September 18th at Hoover Dam and September 21 st at Davis and Parker Dams, Planned releases <br />
