Colorado recognized the <br />importance the IA and lOP and the efforts of California through the Colorado River Water Use Plan. <br />Colorado also raised questions associated with the specific lOP mechanism. Colorado suggested that the <br />lOP be subjected to a periodic review to ensure that the lOP continues to provide benefits to Colorado <br />River water resource managers in the Lower Division States. Copies of the comment letters of Colorado <br />and Wyoming are included in the Board folder. <br /> <br />State Water Resources Control Board's Supplemental Hearing Notice <br />on llD and SDCWA Transfer of Conserved Water <br /> <br />The State Water Resources Control Board (State Board) held its pre-hearing on January 23, 2002, <br />to review the joint petition of the Imperial Irrigation District (liD) and the San Diego County Water <br />Authority (SDCW A) for approval ofa long-term transfer of conserved water from lID to SDCWA. Based <br />on the number of hearing participants and the volume of testimony received, the State Board believes that <br />additional hearing dates may be needed in addition to the first day of hearing specifically reserved for non- <br />evidentiary policy statements. The non-evidentiary hearing is scheduled for April 22, 2002, in Holtville, <br />California. The State Board has scheduled Phase I hearings on April 23, 2002. If additional hearings are <br />required, the State Board has reserved, ifnecessary, April 24th, and 29th. Phase II hearings are scheduled <br />for April 30, 2002, and May 1 st, if necessary. <br /> <br />In its Supplemental Hearing Notice dated March 29, 2002, the State Board will hold additional <br />hearings on May 21-22, and May 28-29,2002, in Sacramento, California. Included in the Board folder is <br />a copy of State Board's Supplemental Hearing Notice. The earlier February 6, 2002, notice and its revision <br />are also included for your reference. <br /> <br />Basin States/Ten Tribes Discussion <br /> <br />Meeting of Basin States Representatives <br /> <br />Representatives of the Colorado River Basin states are continuing to discuss their participation in <br />the Minute 306 process associated with the Colorado River Delta in Mexico. The letters to Secretary of <br />the Interior, Gale Norton, and Secretary of State, Colin Powell, have been finalized and mailed. Those <br />letters support the cooperative efforts of the Departments ofthe Interior and State to protect the interests <br />of the United States concerning the Colorado River. <br /> <br />The letters further indicate that the Basin states support the approach described in Assistant <br />Secretary Bennett Raley's remarks presented at the Colorado River Project Symposium held in Santa Fe, <br />New Mexico, on January 14,2002, and advise Secretary Norton and Secretary Powell that a Technical <br />Committee is being formed by the Basin states representatives to assist them in obtaining a better <br />understanding of the Colorado River Delta, its needs, and opportunities for addressing the Delta's needs <br />from within the 1944 Mexican Water Treaty delivery obligations to Mexico.
