In that letter two copies of the <br />proposed amendment to the original Contract No, 2-07-30-W0280 for the Lower Colorado Water Supply <br />(Project) were transmitted for execution, The amendment provides the City of Needles with the authority <br />to be the master contractor for Lower Colorado Water Supply Project beneficiaries in Imperial and <br />Riverside Counties as well as San Bernardino County. The amendment also eliminates the metering <br />requirement for diversions ofless than ] acre-feet per year, <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Report <br /> <br />During February 2002, storage in the major Upper Basin reservoirs decreased by 364,000 acre-feet <br />and storage in the Lower Basin reservoirs decreased by 209,000 acre-feet. Total System active storage as <br />of the end of February was 43.997 million acre-feet (mat) or 74 percent of capacity, which is 4,667 mafless <br />than one year ago, <br /> <br />March releases from Hoover, Davis, and Parker Dams averaged 18,640, 17,190 and 11,610 cubic <br />feet per second (cIS), respectively. Planned releases from the three dams for the month of April 2002 are <br />18,800, 18,000, and 13,500 cIS, respectively, The April releases represent those needed to meet <br />downstream water requirements including those caused by reduced operation of Senator Wash reservoir. <br /> <br />The preliminary April 3, 2002, projected April through July 2002 unregulated inflow into Lake <br /> <br />2 <br />
