I <br /> <br />J <br /> <br />INTRODUCTION <br /> <br />GENERAL <br /> <br />The 1975 Assessment of Water and Related Land Resources consists of <br />three major analysis steps; (1) the Nationwide Analysis, (2) the Specific <br />Problem Analysis, and (3) the National Priorities Analysis. <br /> <br />This docwnent focuses upon the Specific Problem Analysis, to be conducted <br />by the Regional Sponsor in each of the Nation's 21 Water Resources Regions <br />(See Figure 1). <br /> <br />As described in the PLan of Study for the 1975 Assessment, the purposes <br />of the Specific Problem Analysis are to articulate the State/regional'" <br />viewpoint concerning water-related problems and to provide information <br />in a nationally consistent format at the intra-Aggregated Subarea level <br />of detail for use in the National Priorities Analysis portion of the Assess- <br />ment. As also described in the Plan of Study, the Specific Problem <br />Analysis consists of three phases. <br /> <br />Phase I -- (February 1974- January 1975) -- Involves the develop- <br />ment of procedures for conducting the Specific Problem Analysis <br />and the execution of work agreements with the Regional Sponsors. <br />Th.!s'docurnent provides guidelines for consideration by the Regional <br />Sponsors as they develop procedures for conducting Phase II. <br />i <br /> <br />Phase II -- (February 1975-December 1976) -- The Regional <br />Sponsor will review the results of the Nationwide Analysis, select <br />problems to be studied, develop information in sufficient detail to <br />describe the problems in economic, environmental, and social terms, <br />and reach conclusions and make recommendations concerning needed <br />problem resolution activities. <br /> <br />Phase III --(April 1977 - September 1977) -- Provides for a reaional <br />o <br />review of and formal comment on the National Assessment Report <br /> <br />developed during the National Priority Analysis. <br /> <br />Throughout the Specific Problem Analysis, the term "State/regional" <br />refers to activities conducted by the Regional Sponsor. At the discretion <br />of each State, its opinion, when different from tha,t of the Regional Sponsor, <br />may be noted separately in the State/regional report. <br />
