The time period selected by a participant for <br />any given problem should correspond to that point in time when the <br />~oblem, if not treated, would create severe effects (in the judgment <br />of the participant.) on some segment of the society or the environ- <br />ment. The nature of these severe effects should then be briefly <br />described as discussed in Item #5 below. <br /> <br />5. Fifth, in characterizing the nature of the Problems identified for <br />inclusion in the initial list, the Council requests that the Regional <br />Sponsor utilize the categories of Problem Issues and Functional <br />Uses shown in the checklist on Figure 3,-as a tool to characterize <br />the nature of a Problem. <br /> <br />e <br /> <br />This would be done by selecting checklist cells which describe <br />which Functional Uses are significantly effected by what Problem <br />Issues.
