The unit was authorized by Congress <br />in 1973 to help prevent salinity levels in the Colorado River from exceeding <br />established standards. As you know, salt levels have generally increased over <br />several decades as water development and uses continued. Without corrective <br />measures, considerable damage will occur in the future to users along the lower <br />reaches of the river, including those in the Republic of Mexico. <br /> <br />Your direct involvement with and assistance to local ReclamatIon planners are very <br />much appreciated by those of us who are responsible for implementing the basinwide <br />salinity control program. <br /> <br />I know your Board and the Grand Valley Irrigation Company lateral users did not <br />solicit this program, and I recognize and understand the users' concerns and <br />apprehensions about the Federal Government's becoming involved in their private <br />irrigation laterals. <br /> <br />Please let me assure you that it is not the intent of the Administration or the <br />Congress of the United States to usurp private water rights or to reduce the <br />capability of the canal and lateral system to deliver water in the quantity which <br />has historicslly been provided. The Federal Government's owning or in any manner <br />acquiring the water rights of the Grand Valley Irrigation Company shareholders is <br />not contemplated or in any way needed to satisfy the intent of the Colorado River <br />Basin Salinity Control Act. <br />
