<br />- <br /> <br />It is proposed to include within the wilderness certain designated <br />rustic campsites scattered along the rivers. These areas, con- <br />taining minimal developments such as natural stone fire rings, pit <br />toilets and wells with hand pumps, would be compatible with wilderness <br />designation. There are presently six of these sites within the pro- <br />posed wilderness. Additionally, tables are deemed necessary for <br />proper control and management of camping by groups on river float <br />tl'ips.It is proposed that legislation designating wilderness <br />provide for the continued use of tables at these campsites, but the <br />future number and locations may be dictated by carrying eapacities. <br /> <br />.-..... <br /> <br />.' <br /> <br />Purpose of the Action <br /> <br />Designation of lands under provisions of the Wilderness Act of <br />1964 will help assure the preservation of natural areas, free from <br />new roads and developed structures and use of lIOtorized equipment. <br />Heretofore, roads and buildings could have been constructed by the <br />National Park Service in areas proposed for wilderness. <br /> <br />Timing <br /> <br />The proposed action will be presented to the Congress for consid- <br />eration. The timing of legis.ative consideration will be determined <br />by the Congress. If lands are placed in the wilderness system, <br />they will be administered W1der provisiona of the Wilderness Act <br />unlesa they are removed from the wilderness system by the Congress. <br /> <br />Interrelationship with other prolects <br /> <br />The National Park Service wilderness proposal herein is dependent <br />upon the revocation of all the withdrawals for reclamation and power <br />site purposes prior to the final wilderness recommendation being <br />made to Congress. <br /> <br />Most of the landS along the Green and Yampa Rivers have been withdrawn <br />for reclamation and pOlier site purposes. (Exhibit B). The fi rst <br />withdrawal was for the Browns Park Reselvoir site, dated Octob~r 17, <br />1904. There are thirteen withdrawals in effect, including the Split <br />MoWltain and Echo Park Units of the Colorado River Storage Project. <br />The National Park Service has recently petitioned the Bureau of <br />Land Management through the Bureau of Reclamation to revoke all <br />withdrawals (Iiower site reserves, power site classification, Federal <br />Power Commission projects, and reclamation withdrawals) still in <br />effect within the monument. <br /> <br />There are no maintained trails within the proposed wilderness. The <br />monument's Master Plan calls for development of horseback trails <br />in this open, often treeless terrain, but the exact location of <br />proposed trails is not given. These trails would be used by hikers <br />as well. <br /> <br />8 <br />
