1 either of them, or by other allottees, or any of them, in order

2 to prevent interruption of service because of failure of

J appropriations, subject to the p~ent of the cost thereof as

4 compensation, if and when authorized by the Congress, unless

5 previously offset by credits, as elsewhere herein provided.

6 Contingent on Execution of Energy Contracts and on
7 Final Effectiveness of Ad,iustment Act

28. This contract shall not become effective unless

9 and until contracts for electrical energy conforming to the

10 provisions of the Adjustment Act shall have been made and entered

11 into be~veen the United States and each of the Operating Agents

12 in their capacities as a110ttees of such energy, and unless and

13 until the Secretary shall have made the findings required by

14 Section 10 of the Adjustment Act} and the said Adjustment Act shall

15 have taken effect for all purposes pursuant to the provisions of

16 Section 10 thereof, but thereupon this contract shall be fully

17 effective and binding upon the parties hereto; provided, however,

18 that the term of each agency created hereby and operation hereunder

19 shall not begin ~~til the time specified in Article 15 (d) hereof.

20 If the Adjustment Act shall not have taken effect for all purposes

21 prior to June 1, 1941, this contract shall be null, void and of

22 no force or effect.

29. Any modification, extension, or waiver by the

25 Secretary of any of the terms, provisions, or requirements of this
