And I think before we get into . a precarious situation where extensive damages may occur, I think somebody should put a little stronger effort into this problem. I have not flown over the Mexacali Valley in several years, but as I recall the last time I flew over it was some seven (7) or eight (8) years ago, just south of the boundary there are sand dunes encroaching on the River and ,; partially filling the riverbed. Ll I say that Mexico is responsible and I am sure there is a section in the Treaty that provides for that very fact, that they're responsible for any flows across the boundary into Mexico. But that's beside the point. If the water - won't flow it's certainly going to damage people in the United States. I have been unable to find anyone who can give us a specific answer on this question as to whether the water can actually override the elevation of the sand built up on the delta and enter the sea.
