MATTHEW (CONTINUXNG)~ Reffn"E'ing again to <br />the Arizona comments, which state that, in their opillion, aU of these <br />rigl!.ts have been determined by the compact. and <br />then proceed to state what that determination is. I thbllk California, <br />in a measure, might agree with Arizoll'la that those documents have <br />determined it. but as to how it is determined, there's where the two <br />States diffel!'.~caUfornia's interpretation of those documents being <br />widely at variance with Arizona's interpretations; so tha,t California <br />recognizes that this matter of respective wights of Lower Basin States <br />to water has to be determined, and recommends that negotiations be <br />initiated immediately, directed to determining the respective rights of <br />the States of the Lower Basin. I might state right here. I think it's <br />a matter of general public knowledge that the Governor of '::alifornia <br />has actually written the Governors of Ar'iz.o1llla and Nevada suggesting <br />that negotiations be entered into to set up means of determining the rights <br />of respective States. <br /> <br />Paragraph 3 of the Recommendation states~ <br /> <br />"3.
