CHAIRMAN, I believe the estimate is $300 an acre
foot to make it self ,liquidating, from $300 to $500 would be necessary,
9."il.d the fl"'il'.t'rlers don1t feel 'iheycan pay that lnucho

..

SECRETARY SHAW' I wish a gentleman here from
Central Utah would tell us about it.

".

MR. TAYLOR, The neer Creek Project is self-liquidating.
We feel emtral Utah will be self-liquidating" The power development and
industrial development of Utah Mnges on what power we get out of this
project. Of course, the water project will tak~.in the whole central part
of the State, and it will be a large project. How'lver, when they built
the Deer Creek Project, they only took in the cheap part of it. All the
water that's developed in Central Utah is right down in the Colorado.
It won't take any, or very little, of the Colorado, except water in the
mountains that runs down into the Colorado, and there will be several
storages, At the present time, we get a lot of power from Grand Coulee--
the Geneva Steel Plant -- times when they are pulling from Utah Power &
Light. They tell me you can stand at the Coulee Power Plant and see the
hand go ~p and down. It affects it that way. They have, a 50,000 kilowatt
capacity at Geneva, and when it's running, they have around 4300 employees.
There are a lot of other industries coming in that section. We need water,
the report says about 27,000 acre feet to take care of .the industrial demands.
At Nephi a new plant is coming up, and with cheap steel coming in there,
it's' going to bring in a lot of industries, but you canlt do anything without
water and power, and we think that will solve our problems. We don't see
why it can't go forward. At the most, we won't take any more than what our
share of the water will be out of the Colorado.

CHAIRMAN; Wouldn't it be cheaper and better for you to
draw your power from a dam' at Glen Canyon that will generate 400,000
kilowatts and transmission distance of only a fraction of that from Grand
Codee?

MR, TAYLOR x That's w)~y this big power project out there
is included in the Central Utah Project: It might go forward without that
big project being tied to it because we need the power. In a short time. in
the northwest, they will take all that Crand Coulee power. You take the
Strawberry Project, in the last four years. we have more than doubled
our capacity, our requirements, and it's the same way with Provo. It has
doubled in population, the same as you have here" What would your city
here be without electricity at the present time? We are pulling from Grand
Coulee to take care of the overload.

CHAIRMAN: When you speak of self-liquidation, do you
include in the eentral Utah Project th'!t part from which the water is
obtained'? By pumping 1600 feet and conducting it through tunnels and
channels? You were speaking of Strawberry Valley Project from the
Upper Streams.

-31-

~;
