The main <br />problem in Wyoming is-"how are we to meet the obligation? The <br />Colorado River Compact doesn't say that the water should be divided <br />f.ifty.,fifty. It suggests that, However, the Upper Basin States should <br />not deplete the flow at Lee Ferry to less than 75,000.000 acre feet <br />over a IO-year period, or 7.500,000 acre feet. a year average. Now, <br />we claim that the only just way that we can settle that is by our <br />ability to pay. -that we will agree to furnish our quota at the State <br />line. Th'lt'e as far at' we can deliver it. WeIll agree to furnish 15% <br />of that obUgatl:on, plus the evaporation h'om the State line to Lee <br />F'erry.,.and so our duty a,t the State line would be about 1,275,000 <br />acre feet, plus the evaporation. That's the only way we see that we <br />car, settle it. There isn't any hard and fast lay' saying we'n get <br />7,SOO,OOO acre feet. There isnlt any possibility that we will ge that <br />much. There's a possibility that "',500,000 acre feet will go below <br />Lee Ferry, plUG 1,800,000 possibly to Mexico. That's a hard awl <br />fast delivery, and must be met by the Upper Basin States --and so, <br />in discussing it, we instructed our representatives to make at <br />least a demand for no more than we could supply. <br /> <br />SECRETARYl I take it the conferences are still going on, <br />Mr. Rollins. <br /> <br />MR. ROLLINS, Yes, I think our engineer is having a <br />meeting in the Green River Basin thi.s week to finish hils part. r think <br />it should be noted here, Mr. Shaw, that the amount of wat~,r that <br />each State shall furnish at Lee Ferryt'loesl1't necessarily have to be, <br />of course, the amount of water they are going to use. It just so happens <br />in our State that the amount of water that we contribute to the C,olorado <br />Basin will be the amount of water weare using initially in the State, <br />but that's not true in some other States. <br /> <br />CHAIRMAN; We are at the head of the stream, and <br />suppose they allocate us 500 acre feet more than we furnish, how are <br />we going to get it up there?
