That the States of the Colorado River Basin <br />determine their respective rights to deplete the How of the <br />Colorado River consistent with the Colorado River Compact. <br /> <br />"(3) That additional investigations, sllmmarized <br />below. and appropriations to the Department of the Interior <br />for use by th.e various agencies within that Department for <br />t.hese investigations. be approved." <br /> <br />Some of the conclusions in the Regivnal Director"s Report, <br />I might just briefly review~ (Reads paragraphs 57, 68, 69 of Regional <br />Director's Report) <br /> <br />In that connection, the report also staten that the econornic <br />feasibility of any individual project that might be selected f.or initial <br />consh'uction might be comprehended by the finding of feasibility shown <br />in the report, by comparIng ber,efits and costs on a Basin-wide basis. <br />There is not enough watel' available in the Colorado System for full <br />expansion. And finally, the conclusion that the future development of the <br />Colorado River Basin would benefit the National and local economies. <br /> <br />That report was sent to most of the affected States a.long <br />about June 1946, and the comments of the various States have been <br />submitted since that time. Now, we want to conduct this discussion <br />entirely informally. B.nd have everybod'!l' participate. I have no set ideas <br />as to how we might proceed, although, if. it's agreeable to you, there <br />might be some desirability in taking up the Upper Basin first. let us <br />say, and then take up the States in the Lower Basin, rather than proceeding <br />alphabetically, If that's agreeable, I would like to call on the representative <br />chosen from Wyoming 1;0 presel~t the comments of that State with respect <br /> <br />~15- <br /> <br />.,"f, <br />
