<br /> <br />Land requirements for a reservoir are based on the storage <br /> <br />space needed to operate the reservoir to meet project water <br /> <br />requirements and to obtain maximum flood control benefits, to <br /> <br />provide for storage of water for beneficial use, and to provide <br /> <br />for fish and wildlife and recreational development consistent <br /> <br />with the authorizing legislation. <br /> <br />13 <br /> <br /> <br />It is the policy of the Bureau of Reclamation to acquire <br />fee title to lands that will be inundated or which are subject to <br />frequent flooding. Fee title will also be acquired for lands needed <br />for fish and wildlife and recreational development where Congress <br /> <br />has provided money for purchase of lands for these purposes. <br /> <br />In general, title to lands which will be infrequently flooded <br />will be left with the owner and a flowage easement will be obtained <br /> <br />to permit temporary flooding of such land as may occur. Under a <br /> <br />flowage easement, the owner retains the right to cultivate and use <br /> <br />the land when such use will not interfere with the rights granted <br />under the flowage easement. <br /> <br />Under this policy it is possible for part of an ownership to <br /> <br />be acquired in fee, another part to be covered by a flowage easement, <br /> <br />and still another portion of the ownership to remain unaffected. In <br /> <br />conformance with normal real estate practices, the area to be <br /> <br />acquired in fee will be blocked out as nearly as possible along <br /> <br />property ownership lines, or regular land subdivisions. <br />
